Since I had some difficulties to find working libpgtcl.dll for windows, I put here what sent me Constantin Teodorescu (author of pgAccess). (You will probably need to download it w/ right click).
This is tkTable 2.5 for Windows. Version 2.6 do not behave well leaving active tab on all visited cells. Version 2.7 and 2.8 are OK, you can find them here
